Network reliability is crucial to the quality of AT&T services. This work focuses on recovery from failures in the AT&T transport network that arise from construction, natural disasters, equipment failures, etc. The critical problem was to find a cost-effective placement of spare capacity in the network to restore disrupted services in the event of failure. A linear programming model was developed, taking into account various technological and operational constraints, to support both incremental planning and total network planning decisions.
