Optima, Inc. and Cambridge Systematics, Inc. were awarded a contract to develop a comprehensive network optimization and planning system that would formulate an optimal maintenance, repair and rehabilitation (MM&R) and improvement policy. The PONTIS system is based on a set of predictive and optimization models which derive their information needs from several judgmental, engineering, and economic models and various databases. The predictive models are adaptive, updating themselves in a Bayesian context as data is collected over time. The optimization models consist of several interrelated Markov decision models and mathematical programming tools. PONTIS has fundamentally transformed bridge MM&R and improvement decisions in the United States.
