To combat the spread of HIV/AIDS via needle sharing among New Haven's drug injectors, a legal needle exchange program was implemented 11/90. A new data collection and analysis was developed which provided the needed parameters for mathematical models. Results suggest that the program has reduced HIV/AIDS incidence by 33%.
