An Airlift Deployment Analysis System planned for the summer of 1991 was accelerated on the shortest of notice for Operation Desert Storm. A dynamic programming algorithm is embedded within a rule-based heuristic, within constraints, for the most efficient delivery of cargo with a minimum of flying hours. An additional benefit is the ability to schedule hundreds of missions in minutes, instead of hours, as required by traditional approaches.
