Ransomware attacks are a growing threat to U.S. industries, particularly critical infrastructure systems, despite government initiatives to curb such attacks. Russian cybergangs utilizing ransomware to disrupt international operations highlight the necessity for effective strategies to counter cyberattacks. To address this problem, the researcher sought to answer three research questions: What strategies can the United States federal government adopt and implement to thwart ransomware attacks on critical infrastructures by cybercriminal gangs operating from within Russia? What is the impact of centralizing America's cyberdefense to thwart the spread of ransomware? What kind of impact would creating a Cyber Force with a dual mission analogous to the Coast Guard's dual missions have on America's goal of countering ransomware threats? The researcher applied a qualitative method to collect data from 15 institutions affected by ransomware attacks over two years (five corporate, five government, and five military) and analyze information system user activities to assess if users facilitated ransomware attacks on these institutions. The research results illustrated that despite multiple successful ransomware attacks on corporate and government networks, no Department of Defense information systems fell victim to ransomware during the period. Analysis suggests that the Defense Information System Agency's network fortifications inhibit successful ransomware attacks. Security practitioners in other industries should review military information security practices to protect these systems. Additionally, policymakers should consider creating a cyber force to defend American networks. Future researchers should analyze cause-and-effect relationships to understand the lack of successful ransomware attacks on Defense Department networks.
