This work represents a case study of Soviet nationality policy in the 1920s. It examines implementation of nationality policy in the Belarusian Soviet Socialist Republic, which manifested itself in the policy of Belarusification. It explores the theoretical basis of Belarusification and its role within the all-union nationality policy. It evaluates the political goals and ideological justifications for Belarusification. These principles included the international significance of the "Belarusian question" dictated by the division of the Belarusian population between Poland and BSSR, reaction against tsarist Russification policies, and the role of the intelligentsia in the construction of socialism. It probes the phase and scope of Belarusification from official adoption in 1924 to its pinnacle in 1927 in party, military, educational, and state institutions of political, economic, and cultural significance. By analyzing test results for Belarusian language competence of state and party apparatchiki, the work targets how local particularisms affected policy implementation in Mensk, Mahileŭ, Vitsebsk, and Homel districts. Although the study's focus is the shift to Belarusian as the official language, it also includes close analyses of recruitment and promotion to determine how far indigenization proceeded in the state and party. This study investigates the final years of Belarusification, in particular, how changes in Soviet political, economic, and cultural priorities redefined the priorities of Belarusification. Thus, it links the transformations in the BSSR directly to the inception of sweeping all-union policies of collectivization and industrialization. The study combines chronological and thematic approaches. It critiques how Soviet nationality policy affected the significant population of national minorities by scrutinizing the network of "minority" institutions. It highlights how nationality policy and Belarusification influenced specific ethnic minorities and how the national minorities perceived these policies. Finally, it considers the BSSR's tempered successes in education and publishing and major obstacles to Belarusification. Belarusian authorities constructed a superficial Belarusian school system, but were unable to create a coherent educational network. The difficulties facing Belarusifiers were structural, economic, cultural, and psychological: lack of Belarusian national consciousness, indifference or resistance to the policy, a dearth of funding and personnel, and inconstancies in implementation from misunderstanding the policy.
