This qualitative study examined how leaders and managers in the US commercial nuclear power industry perceive and prioritize safety aspects during refueling outages. While safety in the conventional setting is often thought of as being solely industrial safety, in the commercial nuclear power setting the safety picture consists of industrial safety, nuclear safety, and radiological safety. A grounded theory approach was used to formulate a theoretical framework for leaders' safety perceptions and prioritization of safety aspects within the setting of a refueling outage. The research showed that while the participants were aligned on the safety aspects and the definitions, their prioritization of these safety aspects was not aligned. Furthermore, the participants used the same general techniques to gain alignment with their teams. The applicability of both agency theory and leader-member exchange theory to the findings is discussed alongside practical and theoretical implications of the findings.
