In the context of changing global climate and energy conditions, municipalities across the United States are increasingly taking steps to advance local climate action planning and strategies. While in the early stages of progress relative to other localities across the country, and despite a state economy heavily dependent on fossil fuel extraction, municipalities in Wyoming are increasingly engaging in local climate action planning and implementation measures. Specifically, the City of Laramie recently passed a resolution to achieve carbon neutrality of municipal operations by the year 2050, directly calling for the development of a municipal emissions reduction plan to meet this goal. This phased chronological case study research directly developed that plan with and for the city and analyzes drivers of, barriers to, and best practices for the planning process to inform future climate action for Laramie and other Wyoming communities. This study utilized n =19 semi-structured interviews with local climate action planning practitioners in Wyoming, participant and direct observation of relevant city and emissions reduction meetings, and document analysis of local planning documents to conduct this analysis. Descriptive case study and thematic analysis results identified financial concerns, key stakeholders, and climate change and environmental stewardship as major drivers to local climate action planning; capacity limitations, state-level policies and fossil fuel dependency, and uncertainty and knowledge gaps as barriers; and community and partner engagement, framing emissions reduction with co-benefits in mind, and appointing full-time sustainability staff and committees as best practices. In addition to supporting the unanimous adoption of the Laramie Emissions Reduction Plan in April 2024, this research provides key recommendations for future local climate action planning in Laramie and other Wyoming communities: 1) account for and prioritize capacity-building through sustainability staff and grant writers, 2) create or engage with networks for emissions reduction opportunities between communities in Wyoming , 3) efforts should be driven by and responsive to community needs and concerns, and 4) be cognizant of language and framing of emissions reduction efforts, depending on community context.
