Composed of thin sheets of active or passive elements, metasurfaces exert control over electromagnetic waves by replicating custom boundary conditions, some of which are not naturally occurring. This ability has spurred the development of compact devices capable of controlling electromagnetic waves in new and unusual ways. Within this thesis, two prominent areas of metasurface research are examined: beam-redirection and electromagnetic cloaking.Beam re-direction devices alter the propagation direction of an electromagnetic wave. Although highly efficient metasurfaces have been created for this purpose, they are often limited to a narrow range of incident and reflection angles. Instead, this thesis proposes passively modifying the phase gradient of a self-phasing retro-directive array, resulting in a thin, planar surface which reflects an impinging wave by a constant angular offset independent of its direction of origin.Electromagnetic cloaking refers to techniques that prevent an object from scattering an impinging wave. To date, most cloaks are passive and subject to fundamental design and performance limitations. As a solution, an active cloaking approach capable of relaxing these constraints is proposed. Here, cloaking is achieved by enclosing a target with an array of radiating sources configured to cancel out scattering. Through the course of three experimental sub-projects, this thesis investigates capabilities relevant to the long-term development of practical and useful cloaking technologies. The first of these sub-projects entails the design of low-profile radiating elements to create a compact and robust cloak array. This is then used to hide a quasi-2D, metallic 5-sided polygonal target to demonstrate compatibility with realistic, irregular scatterers. Lessons learned from this experiment are then applied towards the initial development of a proof-of-concept 3D cloak, developed to occlude a simple, finite-length cylindrical target in free-space.Finally, this thesis concludes with the development of an estimator capable of determining illumination conditions by sampling total fields near the target. This is crucial for practicality since active metasurface cloak configuration currently requires prior knowledge of the incident field. In future designs, the further addition of a controller could enable fully autonomous, adaptive cloaking.
