In order to carry forward the Hakka culture and to revival or revitalize the Hakka language, the government has promoted hard the Ethnic Group Culture policy and deeply planted local culture creation activities.Besides setting up Hakka development key areas, Hakka Affairs Council(HAC) has actively implemented "Romantic Route 3 Plan", hoping to integrate the scenic spots of Hakka village along Route 3 and let Route 3 become not only the highlight of Hakka village but also the highlight of sightseeing in Taiwan. Although a series of policies have been implemented in Hakka village, yet up to now it has not been developed as a context of local economic growth.In a priority list of "National Strategy Plan of Local Creation" approved by the Executive Yuan, Nan Juang, Tai An, and Shrtan are the popular sightseeing spots in Miaoli Country, however, sightseeing in these areas has not brought the local economic and population growth. Population is keep decreasing in these areas and ranked last in Miaoli Country.The relevant discourses will not be discussed here and, in rather, we will focus on the research of "the concessional loan policy of Hakka village local creation", wish to deeply discuss the economic fund issue of local creation in order that the financial fund can be considered in local creation policy. Therefore, this article will focus on "Hakka village local creation concessional loan policy" and to discuss the local creation financial policy of the government.We will also discuss the financial fund problems of the local workers from the viewpoint of financial institution, and in the meantime, analysis the financial fund situation of the local creation in future.From discussion on local creation problems through financial point of view, we point out that the related policies have not considered carefully about the source of the initial fund of local creation. We hope that the initial fund raise issue will not crush the enthusiasm of the young people and not become the last straw that breaks the opportunity of local development.

520 3 $a 客家(Hakka)文化發揚與客語復興乃至振興，是政府努力推動的族群文化政策，更是一種深植地方文化創生的渠道。客家委員會[簡稱:客委會] (Hakka Affairs Council ) 除成立客家文化重點發展區，近年又積極推行「浪漫台三線計畫」，希望把台省道3號線沿途客庄的各種特色景點與資源整合串聯，讓台三線不僅成為客庄亮點，也是台灣觀光亮點。雖有多項政策在客庄推動但至今多數仍未能發展出一套地方經濟成長脈絡。以行政院正式核定「「地方創生」國家戰略計畫」優先推動「地方創生」的清單中，苗栗縣南庄、泰安、獅潭鄉是觀光的熱門景區，但事實上觀光沒有帶來地方經濟與人口穩定成長，經濟不見得提升，人口也持續流失，反成為苗栗縣人口數之末。相關論述本文不探討，但就「客委會」政策中的「客庄「地方創生」優惠貸款政策」之研究，希望更深入探討對「地方創生」者經濟資金問題，希望金融資金面的政策觀，能納入「地方創生」政策中。所以本論文以客庄的「客庄「地方創生」優惠貸款政策」為中心來討論政府的「地方創生」金融政策，也從金融機構的面向討論地方工作者的融資問題，同時探析未來「地方創生」的融資樣貌。藉由金融面討論當前「地方創生」的資金問題，點出相關政策未考慮到「地方創生」於初期資金來源。希望初期籌理資金不會成為壓垮年輕人的熱情與希望，及地方發展機會的最後一根稻草。.
