The management of surface water flooding in urban coastal areas is complicated by an increasing array of compounding factors, including climate variations, rising sea levels, increasing impervious surfaces, changing wetland zones, and evolving infrastructure. These escalating pressures on urban communities underscore the need to distinguish areas where the risk of flooding and related hazards is high. The identification of vulnerabilities is crucial for developing planning measures that enhance community resilience and adaptation. This project aims to develop a GIS-based comprehensive coastal vulnerability model for the Town of Bluffton, South Carolina, USA. The vulnerability model will be used to help planners enhance the community's resilience. Data and vulnerability assessments used for the model were developed in conjunction with input from the Town of Bluffton. The collaborative, stakeholder-based methodology is producing outputs that meet the Town's future resilience needs. This thesis contributes to advancing and refining coastal vulnerability model methodologies and also provides a true case study of the collaborative, stakeholder-driven adaptation process for at-risk urban landscapes.
