Achieving community-based conservation and a sustainable and just future at the local level requires strong and enduring networks of neighborhood advocates. This dissertation explores how to create, cultivate, and strengthen local advocacy networks by piloting a cultural organizing process called creative placekeeping in the neighborhoods along the Arroyo Seco, a tributary of the Los Angeles River. Focusing on Pasadena's Central and Lower Arroyo parklands, this research contributes to a growing dialogue about the role of arts and culture in community development. The dissertation tests the use of a dramaturgical approach to creative placekeeping by using participatory action research and artmaking to generate data on Pasadena, the placekeeping process, and ways to sustain a network of creative placekeepers over time. This approach compared narratives emerging from the Arroyo related to historical ecology, Native American experiences of the landscape, Pasadena's arts and culture sector, neighborhood development, parkland advocacy, race relations, and recreation. This comparative process proved successful at identifying a shared narrative for Arroyo Seco advocates and generating relevant, multi-dimensional creative placekeeping proposals grounded in local history and community experience. Feedback from community stakeholders and participating artists suggests sustaining a network of creative placekeepers for the Arroyo Seco watershed will require streamlining the community research process, establishing a social platform to facilitate ongoing, creative, cross-sector engagement with the landscape, and a fundraising strategy that acknowledges the potential need to fund cultural planning, cultural organizing and artist engagement, and project implementation separately. Extensive appendices provide documentation of the project pilot and detailed research findings on the Arroyo and the neighborhoods of West Pasadena.
