The purpose of this dissertation is to analyze conflictual and cooperative inter-state relations in North Africa. It investigates the domestic, regional and international causes of conflict between Algeria, Libya, Mauritania, Morocco, Tunisia (and the Western Sahara). It looks at how conflicts are managed and resolved in the region. Border conflicts, the Western Sahara conflict and attempts at regional integration are used as case studies. The main thesis is that North Africa is a regional system which lacks institutionalized means of conflict management and cooperation. In this context, it is through a regional balance of power that conflicts are managed and contained and that the sovereignty of states is maintained. Methodologically, an Interactive Model of Regional Interactions is developed to analyze inter-state relations in North Africa. This model is based on the neorealist approach combined with a pluri-disciplinary and multi-level analysis. Empirical evidence is gathered through official documents, but mainly through interviews conducted with North African current and former officials, and with members of the North African elite. The main findings are: that conflicts are generated by the process of national construction and regional differentiation; that economic trade offs are used to solve territorial problems; that when this method fails, the structure of the system manages conflicts through balance of power mechanisms (alliances and counter-alliances). When these mechanisms fail, International Organizations become involved in the management process. Regional cooperation is dependent on North African elite domestic insecurity across the region, and on its perception of extra-regional threats which cannot be faced by national means. Finally, regional integration is dependent on national consolidation and differentiation in the region.
