The Individuals with Disabilities Education Act (IDEA) requires state education agencies (SEAs) to identify and address significant disproportionality in the identification, placement, and discipline of students with disabilities as part of their general supervision requirements. In response to this federal mandate, the Kentucky Department of Education (KDE) annually monitors special education data across seven federally recognized racial and ethnic groups and 14 monitoring categories. This capstone project emerged from the experience of a rural Kentucky school district, Lewis County Public Schools, that was identified with significant disproportionality. The partnership between the SEA and the local education agency (LEA) led the district to quickly achieve compliance and promote equitable outcomes for all students. Drawing from Lewis County Schools' experience, the capstone consists of a professional development toolkit designed to guide LEAs through the complex process of responding to a finding of significant disproportionality. The toolkit includes seven training modules focused on understanding Kentucky's risk ratio methodology, clarifying SEA and LEA responsibilities, conducting a root cause analysis, aligning interventions with the Kentucky Multi-Tiered System of Supports (KyMTSS), and developing, implementing, and monitoring a Comprehensive Coordinated Early Intervening Services (CCEIS) plan. The toolkit emphasizes equity, data-driven decision-making, and cross-agency collaboration, and is intended for use by both LEA personnel and SEA staff. While developed from a single-district case, the capstone offers a replicable model to support Kentucky school districts in promoting equitable practices and improving outcomes for students with disabilities.
