The purpose of this study is to show that it is both possible and advisable to train educational administrators in making ethical decisions. Because their decisions affect the lives and well-being of those who are under their charge, educational administrators cannot risk making unethical choices. As there has been little research conducted in effective methods of training educational administrators in making ethical decisions, this descriptive research review has defined the current state of knowledge in this field and has determined not only that ethics can be taught, but also that the preferred method of training in making ethical decisions is the direct discussion of moral dilemmas. It is the findings of the moral developmentalists which offered the strongest support for the use of moral dilemmas. The foremost proponents of the theory that a person's level of ethical attitudes can be raised are Lawrence Kohlberg and James Rest whose beliefs are most specifically based on Kant's categorical imperative and Rawls' theory of justice. Kohlberg's main thrust is that decisions should be based on what is universally fair and just, and that justice is the absolute standard toward which all should strive. Rest, while agreeing with much of Kohlbergian theory, believes that Kohlberg's test, Moral Judgment Interview (MJI), lacks validity and reliability; Rest's own major contribution to the study of human development and moral judgment is his Defining Issues Test (DIT) which is based on his position that moral development is incremental in the understanding and application of principles for judging fairness. The findings of this present study show that there is a definite deficiency in the preparing of professions in matters of ethics; however, there are an increasing number of educators, researchers and laymen calling for specific programs by which to train professionals in making ethical decisions. It is recommended that: (1) more research be conducted on moral dilemma techniques; (2) programs of training be instituted; and (3) the Center for the Study of Moral Development, headed by James Rest, take the field of educational administration as the basis for a research project using the DIT.
