Museums and other informal learning spaces serve as vital community hubs for knowledge exchange, cultural preservation, and lifelong learning, yet they continually face challenges in managing vast information, balancing education and entertainment, and serving increasingly diverse audiences. For small, under-resourced museums these challenges are compounded by additional barriers-often operating with minimal staff, limited funding and resources, and heavy reliance on volunteers-, leaving them in urgent need of targeted support. While the museum sector has advanced accessibility, there remains a gap in addressing the diversity of learning styles and cognitive processing needs among visitors-especially in small, under-resourced museums that often lack the staff and expertise for strategic exhibit development. This research addresses these unique challenges by investigating how the strategic use of information design and multisensory communication can empower small museums to create more engaging, accessible, and effective exhibits.Guided by the VARK learning model and cognitive learning theories, the study hypothesizes that the use of exhibit-based communication strategies can significantly improve visitor engagement and learning outcomes. Employing a multi-method approach-including visual audits, visitor surveys, expert interviews, and prototype testing with Waveland's Ground Zero Hurricane Museum (WGZM)-the research developed a collection of practical tool prototypes packaged within the Layering in Learning: Toolkit. These resources offer small museums actionable frameworks for integrating multi-sensory learning strategies and information design into their exhibit processes.Ultimately, this research contributes to both information design and museum practice by providing small museums with practical, adaptable resources to overcome common barriers in exhibit creation while advocating for the inclusion of information design as both a practice and implementable principles within exhibit development. As these tools are adopted and further developed, they hold the potential to create lasting impacts on how small museums approach exhibit design, visitor engagement, and their mission to educate and inspire diverse audiences.
