This dissertation examines China's incentives for international cooperation in the post-Cold War era by studying the international environment, China's domestic structures, and the role of the Chinese leadership. It goes beyond the conventional wisdom of the macro-level analysis which focuses on structural changes of the international system and the micro-level analysis which emphasizes domestic determinants of foreign policy behavior. It takes into account variables of three different levels, and combines investigation interviews and analysis of evidence with statistical testing to capture the interplay of the key determinants of China's international behavior. Investigation interviews conducted in Beijing establishes the framework of this interactive perspective. Data collected from major international and Chinese sources are analyzed and used to represent the variables. Changes in the post-Cold War international system, changes in China's domestic structures, and changes in the cognitive and behavioral structures of the Chinese leadership, which represent the three independent variables, are presented as three cases to study. Regression analyses are used to estimate the effects of those independent variables on the dependent variable--China's incentives for international cooperation. The findings suggest that declining hostility in the post-Cold War international system creates incentives and opportunities for China to seek international cooperation; that the drive for China's modernization increases its incentives to seek international cooperation; and that changes in the cognitive and behavioral structures of the Chinese leadership strengthen China's incentives for international cooperation. However, the result of the multiple regression analysis indicates that the variables of the domestic structures and the role of the leadership have closer links to China's incentives for international cooperation than the variable of declining hostility does. The combination of field investigation with recent statistics presents a very updated account of today's China and its policy priorities. The benefits from economic interaction have well exceeded what can be achieved by military force. Therefore, the changes in the international system, in China's domestic structures, and in the perceptions of the Chinese leadership, have paved the path for China's cooperative international behavior in the future.
