This dissertation is a comparative study of authority and human relations in the Chinese urban organizations (work units) before and after Mao's era. It is an empirically based study of fundamental changes in social relations and authorities in Chinese organizations since the end of the Cultural Revolution in 1976. It aims to show how quasi-charismatic patterns of authority under Mao have given way to practices and relationships that recall much older, patrimonial authority relations at the micro-level--while Party domination nevertheless continues to prevail politically at the macro-level. In the beginning, this work briefly reviewed authority and human relations in each political campaign since 1949, it provides a historical background for the reader. The major part of this work is based on the field research conducted by the author in China in 1992. The two case studies in two work units in Xinjiang, northwestern China, and, a ten-city interview have revealed not only patrimonialism exists, but how patrimonialism has manifested itself at the micro-level, as well as at macro-level in present China since the death of Mao. From the research, the conclusion of this study is: a major characteristic of present-day Chinese organizations is neo-patrimonialism. Because of the structure of the Chinese urban work units; because of the relaxation of political control; because of the quasi-economic autonomy and the emphasis of economic development, many Chinese leading bureaucrats (cadres) have had more chances to abuse their power and utilize their offices for personal gain. All the classical characteristics of patrimonialism described by Weber, such as treading one's office as personal property, personal discretion in recruitment, and using public fund for personal purposes, appeared in the formal bureaucratic organizations in China.
