This study examined the ingredients of policy issues related to the development of doctoral education in Taiwan--a centrally planned and controlled higher education system. This study used a analytical, qualitative methodology, which featured a multidimensional approach and a conceptual framework as the basis for understanding doctoral education policy issues in Taiwan. The findings from the focused synthesis and 29 in-depth interviews combined to provide comprehensive descriptions and interpretations that served to manifest the policy issues related to the development of doctoral education in Taiwan. The major findings of this research study are as follows: (1) The slow development of doctoral education is not as problematic as some observers have thought. (2) Vague policy allows great flexibility in execution. In the past few decades, without comprehensive policy guidelines, the development of doctoral education tended to be inconsistent and vulnerable to personal preferences and external pressures. (3) A wide range of policy players were involved in shaping national doctoral education policies. (4) The development of doctoral education in Taiwan was a reflection of the contemporary overall environment and a result of particular policy influence. Those contemporary external forces combined with the management styles of the central government inevitably created an environment that would not allow doctoral education to grow more quickly. (5) The Ministry of Education has broadened its repertoire in the selection of policy instruments. (6) In a centrally-controlled and planned higher education system, it is necessary to have integrated doctoral education policy guidelines (positive planning) that provide applicable criteria and clear visions. (7) The time is ripe for the Ministry of Education to adjust its management and planning strategies. A major policy concern related to doctoral education will be how to mediate between the pressures arising from external forces and those demands stemming from higher education institutions themselves. (8) A feasible solution is that the Ministry of education should focus on national-level strategic planning and, at the same time, allow universities to take charge of tactical arrangements at the institutional level. (9) There are no universal policy guidelines applicable to all situations. The planning of doctoral education must take into account variations between different fields of study and between various types of institutions.
