Nominal topics are not always the substantive ones. Such is the case with this dissertation. To be sure, it is about its title: socialist construction in post-Mao China and the key city strategy. But the significance of that strategy is found in the rise of the city as a force for national development in the PRC. Even before national policy goals had officially changed in 1978, Sichuan, under the leadership of Zhao Ziyang, had become a seedbed for both rural and urban reform. The province's largest city, Chongqing, an historic trade center at the upper reaches of the Chiangjiang River, emerged as a model for urban reform. Three major questions were posed about the goals that informed the policies, that yielded the programs composed of projects, investments and interventions, that could be combined administratively into the key city strategy. They are answered in the concluding chapter. The Chinese leadership came to the key city strategy only after other conditions had been satisfied. The Maoist policies were not meeting the goals of socialist construction. Change began--rural reform, limited enterprise autonomy, and the introduction of the market. New priorities, especially urban ones, demanded new administrative forms, leading, finally, to the adoption of the key city strategy in 1983. Equally important, undergirding these efforts was a strong and supportive leadership, local and national. The choice of Chongqing as the model, it was concluded, was "natural," geographically, politically and economically. It had become an important industrial and defense hub in the interior after the founding of the PRC. Chongqing's importance, however, increased after 1978 with the growing acknowledgement of how essential cities are, especially large cities, for both regional and national development. Finally, this is a study of process. The changes along the path to the key city strategy were incrementalist, not overarching. This winding path illustrates powerfully the relationship between policy and administration--administration is driven by (and is essential to) policy.
