Optically levitated nanospheres under vacuum have excellent decoupling from their environment. This makes them perfect for precision force measurements and generation of strong coupling with other oscillators. In this dissertation, I demonstrate a method to trap and maneuver nanospheres at sub-micron distances from a gold-conductive surface. Forces experienced by the particle in the vicinity of the surface showed no significant excess force noise. By functionalizing the particle with a charge or a magnetic moment, scanning electrometry and scanning magnetic resonance force microscopy may be enabled via a similar approach. 3-D control of a nanosphere near a surface could enable attonewton-level scanning force microscopy, precision tests of Yukawa-type corrections to gravity at micron distances, and measurement of Casimir forces.I also present progress towards a hybrid quantum system that aims to sympathetically cool the center-of-mass motion of a nanosphere using cold atoms as a coolant. In one vacuum chamber, a cloud of rubidium atoms is trapped in a MOT and further cooled with optical molasses. In a second vacuum chamber, a single 170-nm dielectric nanosphere is levitated in an optical tweezer trap. The atoms are then loaded into a 1-D optical lattice, which optically couples the atoms to the nanosphere. Strong coupling is possible by incorporating an optical cavity that enhances forces imparted on the nanosphere. In theory, this scheme can cool the nanosphere down to its vibrational ground state at room temperature. Ground-state cooled spheres can be used for precision sensing, matter-wave interferometry, and tests of quantum coherence. A hybrid system will also allow for non-classical coupling schemes using atomic spin states.
