In one of the most revered speeches in modern history, Abraham Lincoln formulated the phrase, "Government of the people, by the people, for the people, shall not perish from the earth." The phrase is considered a true mantra of democracy. Its excellence lies in its ability to encapsulate the fundamental value of democracy, with 'the people' as the sovereign authority, in such brevity. However, concealed behind the fame of the speech is the precariousness of 'peoplehood'. Ideologically, democratic virtue relies on the sanctity of 'the people' as the authors of their polity and state; however, ontological, normative, and empirical examinations of the phrase reveal that the promise of popular authority might be a convenient illusion. This dissertation investigates three myths of popular sovereignty - that the government is of the people, by the people, and for the people. I argue that popular sovereignty is endowed with a tangled account of popular authority, leading to the creation of democratic confirmation despite its ambiguity. However, these democratic promises and legitimating illusions hide the limits constitutionalism and elite politics place on popular authority. Unveiled by the limitation of popular sources of authority is the danger of defining peoplehood itself. The difficulty of locating the popular source in liberal democracy not only proves popular sovereignty, the beloved myth, requires disillusionment, but it also raises questions about whether the myth is truly instrumental to the empowerment of the people in democracy.
