This dissertation offers an extensive exploration of the dynamic interplay between democracy and populism within the realm of political theory. It proposes a nuanced conceptualization of modern democracy, encompassing multiple dimensions that together constitute the essence of "liberal democracy". These dimensions, including Liberal-Individualism, Constitutionalism, Civil Society, and Representation, underscore the significance of individual empowerment, the imposition of constraints on those in positions of power, and the distribution of power throughout society. Conversely, the Sovereignty of the People dimension leans toward collectivism and the centralization of power, prioritizing the expression of the general will and the mobilization of the populace. While constituting a fundamental aspect of the modern democratic ideal, this dimension may occasionally come into tension with the other dimensions outlined. This theoretical framework seeks to transcend the binary characterization of populism and democracy as inherently antagonistic forces. Departing from prevailing scholarship that posits a causal link between populism and the erosion of democratic institutions and norms, I posit that populism represents a complex and imperfect manifestation of democratic popular sovereignty. When societal grievances reach a critical threshold, disaffected citizens often seek to reclaim their promised sovereignty through a surrogate, meaning the populist leader. Populism, in this context, serves as a means of collective empowerment and solidarity in opposition to a perceived unfair elite domination. However, as the emphasis on popular sovereignty intensifies, the liberal dimensions of democracy may become compromised. In instances where populist rhetoric and policies adopt an extreme logic, they may undermine the liberal dimensions that aim to constrain the arbitrary exercise of power to secure freedom. Consequently, what is commonly referred to as "democratic backsliding" could more accurately be described as "liberal backsliding," as critical components of democracy clash with the foundational tenets of political liberalism. To disregard the democratic underpinnings of the populist phenomenon is to overlook collective urges in society and to underestimate its potential ramifications for the functioning of modern democratic regimes.
