The Unit Load Devices (ULDs) serve as major equipment for loading passenger baggage and air cargo. The annual scale planning of ULDs is an important strategic decision for airline companies, and the weekly-revolving stock dispatching of ULDs is a critical decision for flight operations. This study solves both problems to determine the optimal ULD scale for the airline and the daily operational schedule of ULDs in the aeronautical network. We take into account the following considerations in this study, (1) the demand of ULDs for the flights of carriers and the safety-stock level in each terminal; (2) the capacity limits and weight limits of each flight; (3) the flexibility of utilizing ULDs from Skypooling; and (4) the stack conversion and other operational restrictions of empty ULDs. Using the time-space network modeling techniques, we formulate a linear integer programming model that determines an optimal scale of ULDs with the total operational cost minimized. Then, a mixed-integer linear program is modeled for the shortterm ULD dispatching problem considering the allowed ULD configurations on the aircraft for each flight. A heuristic method is developed for solving the long-term ULD scaling problem, and another heuristic method is for the short-term ULD dispatching problem. By balancing the flow between the hub and terminals using the Skypooling platform, the ULD scale is downsized, and the dispatching cost is reduced. The proposed heuristic methods are different from most studies in the literature for solving similar problems using metaheuristics.
