Bu arastirma, Turkiye'deki kamu politikasinin etki yatirimcilarinin davranislari uzerindeki etkilerini incelemek amaciyla gerceklestirilmistir. Arastirma, nitel arastirma yontemlerinden biri olan yari yapilandirilmis mulakat teknigi kullanilarak yurutulmus ve elde edilen veriler tematik analiz yontemi ile analiz edilmistir. Calismanin orneklemi, Turkiye'de etki yatirimi alaninda deneyim sahibi, farkli sektorlerde gorev yapan yonetici pozisyonundaki bireysel ve kurumsal yatirimcilardan olusmaktadir. Arastirma bulgulari, etki yatirimlarinin tercih edilme sebeplerinin ve kamu politikalarinin bu tercihler uzerindeki rollerinin cesitli temalar altinda toplandigini gostermektedir. Katilimcilar, kuresel egilimler, yeni is firsatlari, cevresel ve sosyal sorumluluklar, finansal destekler ve regulasyonlar gibi faktorlerin etki yatirimini tercih etmelerinde onemli oldugunu belirtmislerdir. Ozellikle Paris Anlasmasi gibi cevresel faktorler ve ESG uyumu, etki yatirimlari icin belirleyici unsurlar olarak one cikmistir. Ayrica, Islami finans enstrumanlari, etki yatirimcilari icin cesitli yatirim firsatlari sunarak, sosyal ve cevresel kalkinma hedeflerine ulasmalarinda onemli rol oynamaktadir. Bu sebeple Islami finans enstrumanlarinin etkinliginin artirilmasi ve yatirimcilarin bilinclendirilmesi gibi alanlarda oneriler sunulmustur. Arastirma sonuclari, kamu politikalarinin etki yatirimlarini tesvik etmesi icin stratejik ve uzun vadeli planlamalarin yapilmasi gerektigini, finansal tesvikler ve destek programlarinin onemini, regulasyonlarin ongorulebilirliginin yatirimci guveni acisindan kritik oldugunu ortaya koymaktadir. Son olarak, etki yatirimlarinin geleneksel yatirimlara gore daha rasyonel oldugu ve uzun vadede karlilik potansiyelinin daha yuksek oldugu tartisilmaktadir.

520 $a This research was conducted to examine the effects of public policy on the behavior of impact investors in Turkiye. The research was accomplished using the semi-structured interview technique, one of the qualitative research methods, and the data obtained were analyzed using the thematic analysis method. The sample of the study consists of individual and corporate investors in management positions who have experience in the field of impact investing and who work in different sectors in Turkiye. Research findings show that the reasons why impact investments are preferred and the roles of public policies on these preferences are grouped under various themes. Participants stated that factors such as global trends, new business opportunities, environmental and social responsibilities, financial supports, and regulations are important in choosing impact investing. In particular, environmental factors such as the Paris Agreement and ESG compliance have emerged as determining factors for impact investments. In addition, Islamic financial instruments play a crucial role in achieving social and environmental development goals by providing diverse investment opportunities for impact investors. For this reason, suggestions are presented in areas such as enhancing the effectiveness of Islamic financial instruments and raising investor awareness. The results of the research reveal that strategic and long-term planning is necessary for public policies to encourage impact investments, because of the importance of financial incentives and support programs, and the predictability of regulations is critical for investor confidence. It is also argued that impact investments are both more rationality compared to conventional investments and have a higher potential for long-term profitability.
