The pursuit of renewable energy development presents a complex challenge: balancing suitable sites for meeting wind energy and (ground-mounted) photovoltaic (PV) targets. Limited space and competing land use demands need to be addressed when renewable energy is already advanced. To make informed decisions about the sustainable and equitable use of land resources, spatial planning becomes instrumental. However, balancing different land use interests and goals often requires difficult trade-offs decisions, such as between wildlife, settlement protection, agricultural and forest use. Trade-offs arise when pursuing multiple goals necessitates compromising one goal to enhance another. It emphasizes the importance of a responsible energy transition that ensures environmental, economic and social well-being, aligning with the Sustainable Development Goals (SDGs).This thesis explores the research gap of evaluating the opportunities and limitations of decision support, specifically Multi Criteria (Decision) Analysis (MC(D)A), in facilitating trade-off negotiation within an agreed-upon energy pathway when using 'positive planning' for renewable energy development. Positive planning involves considering top-down tiered energy targets across national, regional and local planning levels. The aim is to empower (bottom-up) regional and local decision-makers with the necessary information for informed decision-making, reducing planning anxiety related to trade-off weighing and space allocation.Using a cumulative approach through four scientific publications, an interpretivist research philosophy was taken within a qualitative research design. The focus is on German and Swedish cases, which were renowned for their contributions to renewable energy development. The emphasis was placed on a practical evaluation of optimizing multiple objectives, alongside the planning implications from exemplary MCDA practices, such as with PROMETHEE (Preference Ranking Organization METHod for Enrichment Evaluation) with GAIA-plane (Geometrical Analysis for Interactive Aid), scenario-MCA and PAPRIKA (Potentially All Pairwise RanKings of all possible Alternatives). A two-part qualitative stakeholder survey allowed to explore stakeholders' willingness to compromise on siting trade-offs.The research findings illustrate that decision support can serve as a bridge between top-down and bottom-up planning approaches, but it is crucial to determine its role and avoid simplistic expectations of 'cure-all' solutions. MC(D)A has proven valuable in quantifying spatial trade-offs between species and renewable energy, revealing a 'multiple green dilemma' beyond the classic 'wind energy-wildlife' conflict, allowing for an understanding of planning impacts. It facilitates the exchange of values regarding siting alternatives and lends legitimacy to planning decisions. In evaluating past planning processes, MCDA identified 'winners' and 'losers' of decision-making, allowing for identifying compensation, and discerning political incentives that influence planning decisions. Attitudes towards planning practice varied, with some seeing it as implementing political judgment and other as a democratic compromise. While a majority of surveyed stakeholders were willing to compromise for a democratic energy transition, about 35% were hesitant to change their view on nature and landscape concerns. These findings highlight the delicate balance between political intervention and democratic negotiation in planning, which requires further attention. While decision support is valuable for transparent trade-off assessment under strengthened energy pathways (positive planning), in this case, it met boundaries for reaching unified compromise.
