This study focused on developing and evaluating alternative state aid plans for the financing of public pupil transportation in Arizona. It identified four methodologies as currently being in use in other states to fund transportation. They were: full state funding, flat grant funding, shared expenditure, and formula. The study identified and simulated five alternative state aid programs for Arizona school districts. The four options chosen as being representative of the plans in place nationally were: full state funding, flat grant plan, actual or approved expenditure, and the modified Arizona plan. To these was added the present Arizona plan. The distribution of funding of these alternatives was compared on a percentage basis according to type, size, property wealth, and geographic classification. An evaluation of the efficacy of the alternatives using seven evaluation criteria scored the actual or approved expenditure plan and the modified Arizona plan highest. The first plan met the criterion of efficiency, simplicity, objectivity, and non-manipulability and partially met the criteria of student equity and adequacy. The modified Arizona plan met the criterion of taxpayer equity, efficiency, simplicity, objectivity, and non-manipulability. The most beneficial feature of both these plans was their encouragement of cost containment.
