An extensive literature review reveals that the necessity to appropriately address the needs of students with emotional and behavioral disorders (EBD) is not being met. This manuscript establishes a framework for public schools, specifically involving occupational therapists, to better serve the EBD population. It also discusses the need for occupational therapists to effectively address the needs of EBD students and why occupational therapists are well suited for this area of practice. A graphic model for interfacing special education and occupational therapy services was developed, based on the Theory of Occupational Adaptation (Schkade & Schultz, 1992; Schultz & Schkade, 1992). This model is supported with a manuscript that articulates its basic assumptions, methods and tenets.
