This dissertation examines how Thai-Lao (Isan) villagers in two rural communities in northeastern Thailand understand development (kaan phatthanaa) after having been subjected to the development programs and policies of the Thai state beginning in the early 1960s. It is argued that while the Thai state was responsible for initiating the concept of "development," village discourse about the concept cannot be interpreted as reflecting an unquestioned hegemony of a ruling elite. On the contrary, development has become a cultural location that entails not only cooperation of villagers with state agencies but also contestation of the authority of some of these agencies. Local understandings of development were shaped initially by the technologies of power deployed by the Thai state. especially local administrative agencies, schools, and state-controlled media. But they also were influenced by local knowledge and traditions, and particularly a distinctive Thai-Lao Buddhist ethos. In addition, villagers have also been influenced by the critiques of government-sponsored development policies and programs by the Communist Party of Thailand and, following the collapse of the Party, by the non-governmental organizations (NGOs). The actual experiences of villagers with state-sponsored development initiatives and their own pursuit of development have led to tensions not only between villagers and representatives of the state, but also within village society. In pursuit of interests that are differentiated today by class, gender, and age, some villagers have also sought alliances with some outside of the village. The contestation over development in these two villages reflects, thus, a more widespread debate in Thai society about what it means to be modern.
