Column baseplate connections serve as the critical interface in steel-framed structures to transfer gravity and lateral loads into the foundation. Notably, they may act with the lateral force resisting systems to resolve seismically induced lateral loads. In recent years, there has been a shift in the design paradigm to allow these connections to be designed with partial fixity and energy dissipation, namely using stretch length anchors. Evidence suggests by incorporating shear lugs, tension and shear can be effectively decoupled at column baseplate connections for simple design of ductile column base connections, although this lacks substantial research. Understanding and optimizing this partial fixity can lead to improved seismic performance by reducing demands and enhancing energy dissipation. To this end, a full-scale shake table test program was undertaken to evaluate the effects of partially restrained column baseplates on global structural response considering a suite of earthquake motions scaled to different performance objectives. These connections incorporated shear lugs and anchors designed with a specialty replaceable connection, which were first evaluated in mechanical tests to ensure efficacy before integration into full-scale testing. The single anchor mechanical tests demonstrated that the replaceable anchor configuration provides a reliable and repeatable means of introducing ductility across a range of diameters and stretch lengths. Complimentary single anchor tension tests are performed on partially bonded adhesive anchors to evaluate the effectiveness of stretch length adhesive anchors for potential retrofit applications. Results show that with proper installation and detailing, these anchors can similarly enhance ductility while remaining compatible with existing design methodologies. Shake table test results utilizing the replaceable anchor concept, showed that stretch length anchorage, combined with shear lugs, effectively decoupled tension and shear, while reducing interstory drift ratios by an average of 15%. Additionally, incorporating ductile baseplates reduced global system stiffness by approximately 10%. A subsequent parametric numerical study explored variations in baseplate detailing with the aim of evaluating seismic response. Findings from the numerical study further substantiate that reducing base fixity lowers interstory drift demands and peak roof accelerations. Furthermore, reduced base fixity decreases shear demands at the connection, allowing for more efficient shear lug design.
