In recent years, resource efficiency and climate crisis have been on the agenda of countries due to the global impact of environmental pollution and the rapid depletion of limited and scarce natural resources. The concept of eco-innovation is a more global innovation concept than other types of innovation due to its connection with the environment and its dynamics. Eco-innovation has the potential to play an important role in sustainable transition. However, lack of financial resources is one of the most important obstacles to eco-innovation. Turkey is one of the countries that can be most exposed to the negative effects of climate change due to its complex climate structure. It needs to take careful measures against these negative effects. The main purpose of this study is to design the policies to increase the ecological innovation capacity of the financial sector by examining the dynamics of the sector from the perspective of the sector actors and within the framework of the finance-centered platform innovation system approach designed within the scope of this study. Based on this purpose, 31 online interviews were conducted using the semi-structured interview method, covering all the defined roles of the financial sector actors. In addition, in the quantitative part of the study, a scale was developed to measure the perceived eco-innovation awareness of the financial sector players, and data was collected with an online survey. In this study, the convergent parallel design pattern was used, and quantitative and qualitative data were collected independently but simultaneously. The collected data were analyzed independently and the results were interpreted together. Based on the results obtained, 10 policy recommendations and 49 policy tools that may enable the realization of these recommendations were designed by using the newly developed policy design methodology within the scope of this study.

520 $a Son yillarda cevre kirliliginin kuresel etkisi, sinirli ve kit dogal kaynaklarin hizla tukenmesi nedeniyle kaynak verimliligi ve iklim krizi ulkelerin gundeminde yer almaktadir. Eko-inovasyon kavrami, cevre ile olan baglantisi ve dinamikleri nedeniyle diger yenilik turlerine gore daha kuresel bir yenilik kavramidir. Eko-inovasyon, surdurulebilir geciste onemli bir rol oynama potansiyeline sahiptir. Ancak, finansal kaynaklarin yetersizligi, eko-inovasyonun onundeki en onemli engellerden biridir. Buna ek olarak, Turkiye, karmasik iklim yapisi icerisinde iklim degisikliginin olumsuz etkilerine enfazla maruz kalabilen ulkelerden biridir. Bu nedenle Turkiye, iklim degisikliginin olumsuz etkilerine karsi dikkatli onlemler almasi gereken bir ulkedir. Bu calismanin temel amaci finans sektorunun ekolojik yenilik kapasitesinin artirilmasina yonelik politikalarini, sector aktorlerinin bakis acisindan ve bu calisma kapsaminda tasarlanan finans merkezli platform yenilik sistemi yaklasimi cercevesinde sektorun dinamiklerini inceleyerek tasarlamaktir. Bu amacla yari yapilandirilmis mulakat yontemiyle, finans sektoru aktorlerinin tanimlanan tum rollerini kapsayacak bicimde 31 adet cevrimici mulakat gerceklestirilmistir. Ayrica calismanin nicel kisminda finans sektoru oyuncularinin algilanan eko-inovasyon farkindaliklarini olcmek amaciyla olcek gelistirilmis ve online anket ile very toplanmistir. Bu arastirmada yakinsak parallel tasarim deseni kullanilmis, nicel ve nitel veriler birbirinden bagimsiz ancak eszamanli toplanmistir. Toplanan veriler bagimsiz olarak analiz edilmis, sonuclar ise birlikte yorumlanmistir. Elde edilen sonuclara gore bu calisma kapsaminda yeni gelistirilen politika tasarim metodolojisi kullanilarak 10 politika onerisi ve bu onerilerin gerceklestirilmesini saglayacak 49 politika araci tasarlanmistir.
