One of the most important ideas in the condensed matter physics at a low energy scale is to treat an interacting many-body electron system in terms of weakly interacting emergent particles, namely elementary excitations. Resonant inelastic X-ray scattering (RIXS) has emerged as a powerful tool to study elementary excitations, thanks to the exciting instrumentation improvement and the advent of X-ray synchrotron radiation facilities. By tuning the incident X-ray photon energy to the resonance condition of a specific element, RIXS can resonantly enhance scattering cross section between the incident photon and the elementary excitation in the material, enabling element-specific measurements. In this dissertation, we have utilized soft X-ray RIXS to study transition metal oxide, including magnetic excitations in the recently discovered infinite-layer nickelates, as well as the charge density wave and its associated phonon softening in Bi-2212 cuprates. In the parent compound infinite-layer nickelates, although the existence of long range magnetic order cannot be definitively confirmed, magnetic correlations have been found and the magnetic exchange coupling J was experimentally extracted. This highlights the role of Mottness in the superconducting infinite-layer nickelates. The doping dependence of the magnetic excitation shows dispersion softening and spectral weight decrease, which are consistent with the spin dilution picture when holes are doped to the Ni-O plane in the infinite-layer nickelates. In the Bi-2212 cuprates, the doping dependence of the charge density wave (CDW) ordering wavevector is experimentally measured both at and below the superconductivity transition temperature. Together with the phonon softening, the interplay between the CDW, superconductivity, and the phonon softening was revealed.Besides studying elementary excitations, RIXS can also be used to experimentally measure momentum dependent joint density of states (JDOS) between the occupied and unoccupied bands near the Fermi energy, providing complete information of band gap in the material under study. We have performed a hard X-ray RIXS experiment to study the hybridization gap closing in an excitonic insulator candidate material Ta2NiSe5. The experiment data was consistent with an element-specific JDOS calculation very well both above and below the transition temperature.
