The transition of China's economy from a phase of high-speed growth to one of high-quality growth is due to the demand for transformation of the power mechanism of economic growth. It is important to analyze the effect of the environment regulation on green innovation for heavy industrial economy from the viewpoints of environment regulation and market mechanism, which is helpful for developing effective regulations. This dissertation takes into account the environmental regulation on environmental governance, and explores the following questions: Can different forms of environmental regulation promote green innovation activities of heavy enterprises? What are the mechanisms? How do different internal and external influences affect firms' green innovation? The Porter Hypothesis Theory was introduced that well-designed environmental regulations can stimulate innovation and enhance business competitiveness rather than merely increasing compliance costs. This dissertation investigates the relationship between environmental regulation intensity and green innovation, and samples Chinese A-share listed companies in the heavy pollution industry from 2010 to 2023. In the further analyses, the moderating effects of the above factors on environmental regulation and corporate green innovation were investigated from the perspectives of media attention and institutional environment externally and executive incentives internally. The extensive experimental results show that: Firstly, command and market environmental regulations significantly promote corporate green innovation, while public participation regulations have less effect due to weak administrative binding and imperfect systems. Secondly, moderate environmental regulation intensity has a threshold effect on green innovation, with an inverted "U" relationship with command regulation. Thirdly, media attention positively affects the green innovation.
