From the time the first Europeans landed in what would become the United States, America has had a complicated relationship with the land and its stewardship. Increasing urbanization and agricultural use in the 1800s led to national conversations about the need for preservation of areas of natural beauty and historical significance, leading to the formation of state and national parks to meet this need. However, although Americans have historically tended to agree that parks were necessary, the logistics of stewardship are still a subject of debate today. Who should own public land? Who should be responsible for funding and administering parks? Whose voices are missing from the stories of state parks? This dissertation uses the fields of cultural rhetorics and public rhetorics to constellate the rhetorics of stewardship from the story of the state park movement in the United States, from 1634 to the present day. This project examines the history of the rhetoric surrounding state parks as well as two case studies of parks-Lizard Mound State Park in Wisconsin and Wah-Sha-She Park in Oklahoma-to further illustrate the complexities of stewardship. The resulting constellated story addresses the arguments in favor of state parks, the financial and ethical realities of preserving and administering parks, and the ways in which we all benefit from having parks that allow us to enjoy nature near our homes.
