This qualitative exploratory case study explored high school teachers' perceptions of the Seal of Biliteracy and effective instructional strategies to assist English language learners in improved performance on high-stakes tests in rural and suburban school districts. The problem addressed in the study was English language learners' low performance on high-stakes tests. The purpose was to explore perspectives of high school teachers' experiences in implementing strategies that influence English language learners' high-stakes test scores and suggest strategies to assist English language learners in improving scores on high-stakes testing in rural and suburban school districts using John Biggs' Constructivist Alignment theoretical framework. Through one-on-one Zoom interviews, data were gathered from six teachers with vast experience in teaching and assessing English language learners. Through thematic analysis, six key themes were identified: fostering student achievement through increased performance, academic challenge, and self-confidence; learning environments for diverse learners; educational factors influencing student success; overcoming barriers to engagement and implementation; building foundations for learning and achievement; and optimizing learning with strategic assessment. Based on the findings, teachers positively perceive the Seal of Biliteracy as an advantageous program that not only raises the academic bar for English language learners but also makes them proud to be recognized as biliterate. The study concludes with suggestions for the standardized implementation of the Seal of Biliteracy, implementing research-based instructional strategies for English language learners, particularly those focused on vocabulary development and reading comprehension, and ways to ensure the program is accessible and equitable for all students.
