Ethnic conflicts remain relatively unexplored through the "security dilemma theory" since many scholars tend to focus their analysis on large scale power competitions between states. Why do cycles of violence occur and why do some particular conflicts become internationalized more so than others? This paper investigates the long-lasting ethnic violence which endures in the African great lakes region, and it proposes a new explanation-a two-level security dilemma. Foundational security dilemma scholarship addresses how international anarchy fosters uncertainty between groups, and how offensive and defensive measures become indistinguishable and/or advantageous in certain contexts. When applied domestically, anarchy is replicated through state fragility and lack of legitimacy, therefore ethnic groups who are already uncertain of one another become increasingly insecure when there is no state to act as a mediator. My second hypothesis posits that when one anarchic state neighbors another- there is a possibility for rebel groups to invade the first state. Thus, when two neighboring states are 'anarchic' domestic groups are increasingly insecure, and this warrants an intervention by one of the states. This paper traces the causal patterns which gave rise to internationalized ethnic conflicts in the Great Lakes Region, evaluating the domestic developments in two cases: post-colonial Rwanda and post-colonial DRC.
