Introduction and research questionsThis dissertation engages with the complex socio-environmental interrelations highlighted by drought interactions with society, using an interdisciplinary approach due to the complexity and multifaceted nature of real-world problems, which single disciplines often fail to fully address. Through bridging the natural sciences with social sciences, it used socio-hydrology and policy sciences to understand the coevolution of drought events, their impacts, and public policies. Coevolution, a concept borrowed from evolutionary biology, helps examine the reciprocal influences between species. In this dissertation, the coevolution concept is used to investigate the dynamic relationship between the development of public policies and drought events and its impacts. Specifically, to examine local perspectives on Brazil's national drought policies, engage in a dialogue that captures the decisions on the national level and its policy formulation, and the policy evaluation and lived experiences of communities affected by drought. With the background of drought events and public policies, this research explores the reciprocal relationship between drought events and public policies, explaining how drought events influence public policies, and, conversely, how these policies influence the impacts of drought on rural populations. In other words, it is crucial to study the extent to which drought policies are developed and how they help increase the adaptive capacity of rural populations to drought impacts. Therefore, this dissertation aims to understand the coevolution of public policies, drought events, and their impacts in Brazil. The central research question guiding this study is: How do public policies coevolve with droughts and their impacts in Brazil? To address this, the dissertation explores the following four specific research questions:RQ1: How have drought policy paradigms evolved over time in Brazil?RQ2: How has drought preparedness policy coevolved with a creeping crisis?RQ3: Which policy responses are in place to alleviate cascading drought impacts?RQ 4: How does the cistern policy promote adaptive capacity for smallholder farmers? 178Theoretical framework and research designThis dissertation builds on different theoretical frameworks within different chapters. It combined policy paradigms theory with incrementalism theory to understand the slow yet steady shift from the traditional fight-against-drought approach to a more adaptive cope-with-drought strategy. The Multiple Streams Framework (MSF) was used to find the alignment of the problems, policies, and politics streams during a multi-year drought event. Additionally, the concept of creeping crises helped explain the gradual accumulation of risks and impacts associated with prolonged drought events, and how these can act as focusing events that catalyze transformative policy changes. The research design combines emergent and phenomenological approaches to provide a comprehensive analysis of the dynamic interplay between public policies and drought events. The emergent research design is characterized by its iterative nature, allowing continuous refinement of research questions and methodologies based on ongoing insights. This flexibility was crucial, given the disruptions to the research due to the COVID-19 pandemic. Phenomenological approach focuses on the lived experiences of individuals, offering deep insights into how people perceive and are affected by drought and related public policies. A diverse collection of data sources is used, including an extensive review of policy documents, laws, and grey literature that outline the formal frameworks and responses to drought management in Brazil. Interviews with key informants, such as farmers, agricultural extension technicians, civil servants, and representatives from international development agencies, provide qualitative insights into the personal experiences and effectiveness of these policies. Additionally, a unique global dataset that monitors drought impacts and water level data from reservoirs and newspaper articles. Through integrating these approaches and datasets for analysis, the research captured both the macro-level policy implications and the microlevel lived experience of impacts, providing an integrated view of drought management.
