While small and medium-sized enterprises (SMEs) are important economically, their collective impact on the environment is significant. Due to their inherent reactiveness regarding environmental practices, regulation is considered a key driver of pro environmental behaviour in SMEs. This view implies that these organisations are aware of their regulatory obligations, understand their relevance and know how to comply. However, the literature also points to the fact that SMEs are generally unaware of the relevant environmental rules. This thesis provides a contemporary analysis of SMEs and environmental regulation from a new perspective, namely, whether and why SMEs acquire knowledge regarding their environmental compliance obligations. The contributions include new insights into environmental compliance knowledge acquisition and insights into the impact of poor regulatory knowledge on SME compliance constructs. The study focuses on Irish small and micro firms in the food sector (specifically food processors and manufacturers) and the extent to which they are informed about their environmental compliance obligations, particularly in relation to wastewater discharge licensing and aspects of waste management. Furthermore, it evaluates how these firms become informed and the factors that influence whether they do. The thesis also suggests principles that could be adopted to improve knowledge acquisition among SMEs. The qualitative study employs thematic analysis to analyse the data gathered from in-depth, face-to-face interviews with 29 owner-managers.The findings indicate a widespread lack of knowledge or awareness of environmental compliance obligations and of the environmental regulatory landscape in which firms operate. These knowledge deficits are influenced by numerous internal and external factors that act individually and collectively in a complex system which is conceptualised in the thesis. Typically, internal factors tend to reduce the likelihood that firms will actively seek out environmental compliance information. External factors, particularly regulatory interaction, significantly influence whether firms become informed of their compliance obligations, or not. The few firms that were informed became so following interaction with a regulator. However, typically, firms do not receive external compliance information. Moreover, evidence suggests certain regulatory interactions can hinder compliance knowledge acquisition. Whilst the complexity of improving knowledge acquisition and the scale of the task make specific solutions problematic, some general principles are proposed that could improve both the transmission and acceptance of compliance information among SMEs.
