The energy transition demands large investments into renewable energy in developing countries, which are already responsible for two thirds of global GHG emissions in 2023. These investments represent a large opportunity for many developing countries to not only green their energy supply, but to develop their industrial sectors and improve employment opportunities for its population. To reap such structural development benefits, many developing countries introduced green industrial policies like local content requirements that aim to increase participation of domestic firms and domestic employees in renewable energy value chains such as solar PV or wind turbine manufacturing. This thesis investigates the impact of these green industrial policies and investments in developing countries on outcomes such as total sales, exports, innovation, employment or government revenues at the country, firm and community level. Contrary to previous studies in this field, it uses causal inference methods to provide causal estimates of the policies and investments. The first study (Chapter 2) analyses the impact of local content requirements (LCR) in wind and solar energy in 17 countries using the synthetic control methods, which creates country-specific counterfactuals. We find that LCR did not lead to a significant increases in component exports of the targeted value chains, with the exceptions of Spain and China which became globally leading manufacturers of wind turbines after the introduction of the LCR. We then use the granular product data of 5000+ product categories, to calculate product complexity indices and construct the product space, a network that shows the relatedness of different products. We find that having production capabilities in products related to solar or wind energy components likely influences later success in developing comparative advantages. In Chapter 3, we assess the impact of LCR at the firm level, comparing firms that participated in auctions that demanded local procurement of solar panels vs. firms that participated only in auctions that did not have this restriction. While we observe an insignificant increase in the same and the following year after firms win LCR auctions, overall, we find winning local content auctions does not significantly increase firms' solar patents or sales. Potential reasons of the failure of the policies are the low demand stimulus, due to the small size of these auctions, and limited competition compared to the open auctions. Independent of stimulating industrial development or not, renewable energies may create other socioeconomic benefits for populations in the Global South. This aspect is investigated in Chapter 4, which measures the impact of solar and wind parks on employment, firm creation, GDP and public finances in the municipalities where the parks are built. We find significant employment impacts of 1-1.5 jobs/MW during the construction period of solar park, but none in wind energy, with the exception of small impact of up to 0.25 jobs/MW in the 12 months after construction, likely for repair and maintenance. Contrary to the small employment effect, we find large impacts on GDP (+23% and +12% in year 1 after construction for solar and wind respectively) as well as increases in public revenues. These financial effects are more persistent in wind than in solar.
