Because of the demand by individuals with disabilities and their advocates for person-centered planning (PCP) as an integral part of service delivery, human service agencies are attempting to incorporate the process into restructuring of their systems. However, there is little understanding of the behaviors that make the PCP process successful by both individuals and agencies. The purpose of this study was to determine the nature of perceptions of individuals with mental retardation and other developmental disabilities and their family members that impact their self-efficacy in participation in a person-centered planning process. In addition, the person-centered planning model in which the self-efficacy of an individual with mental retardation and developmental disabilities may be facilitated or constrained was examined. Finally, perceptions of failure to perform steps in the person-centered planning process (PCP) and to achieve desired outcomes were explored. Using Albert Bandura's self-efficacy theory as a framework for the study, these perceptions in the PCP process may affect individual capacity to access services and supports from human service agencies. In this study, a purposeful sample of 13 people with mental retardation plus five family members in the Robert Wood Johnson Self-Determination project in a southwestern state were recruited as participants. Data collection included: in-depth, audio-tape recorded, face-to-face interviews with each person; Essential Lifestyle Planning documents; agency individual service planning documents; memos; field notes; member checks; and peer reviewer comments. An interactive form of qualitative data analysis and content analysis of documents was used. Findings in this study include factors that facilitate and inhibit person-centered planning, and they lead to recommendations for a more efficacious approach by individuals, advocates, and the service delivery system in implementation of the PCP process.
