In an era where sustainability transitions have become imperative, this thesis interrogates the governance mechanisms that orchestrate these changes, posing the question: How do different governance mechanisms influence sustainability transitions in varied contexts? Utilizing a policy-centric lens, this thesis unravels the dynamics between various actors, strategies, instruments, and their roles across three empirical cases, contributing to a nuanced understanding of the challenges and opportunities in fostering sustainable transitions. The first case study examines the integration of circular economy principles within regional Electric Vehicle (EV) policies in India. This analysis critically explores the alignment-or lack thereof-of these policies with the local contexts of less industrialized states and unrealized potential of including circular economy niches to enhance their comparative advantage. The findings reveal the challenges of embedding recycling and retrofitting practices within the policies and underscore the necessity for enhanced regional policy coordination and a strategic embrace of circularity to accelerate the transition towards sustainable mobility. The second case delves into the role of street-level policy entrepreneurs in India's LED lighting transition. Integrating public policy theories with the multilevel perspective (MLP), this study analyses the UJALA program and the initiatives of the Energy Efficiency Services Limited (EESL). It highlights how EESL as a policy entrepreneur effectively navigate and leverage opportunities to overcome significant challenge of high upfront costs, thereby enabling widespread adoption of LED technology. The third case focuses on the impact of information campaigns as policy instruments, through an examination of Austria's ban on incandescent lamps. This study emphasizes the critical role of end-users and illustrates how transformative information dissemination strategies that include comprehensive feedback mechanisms and engage multiple levels of society can lead to significant policy and behavioural shifts towards energy efficiency. The synthesis of these cases offers a cohesive narrative that emphasizes the complexities of sustainability transitions. It highlights the critical role of enhanced institutional coordination and the importance of developing capacities within public agencies to effectively guide these transitions. Moving beyond theoretical discourse, this thesis offers concrete insights and recommendations aimed at fostering more effective, inclusive, and impactful changes in governance of sustainability transitions.
