This dissertation examines Brooks - a former Air Force base turned mixed-use development in San Antonio, Texas - to explore how urban planning and military landscapes combine to shape new city futures. Popular news media and policy briefs often treat US military operations and war as something that occurs elsewhere: abroad, "over there", or "far away". However, US Department of Defense spending and the related military industrial complex have shaped urban development in the United States. Within this context, the closure of a military base and resulting necessity of redevelopment poses challenges for municipal governments. The project focuses on the temporal politics of urban planning to consider Brooks' transition as an ongoing process reflective of contemporary planning's multiple components including the management of failed plans, marketing strategies, and the role of finance capital. I build an approach that integrates insights from cultural and political geography to draw together archival research, interviews, participant observation, and content analysis. Further, through a feminist orientation that centers spatial understandings of race and class, I also illustrate how Brooks' development has been impacted by its' location on San Antonio's Southside. I highlight the role of anticipation by arguing that urban planning responds to the past and imagines the future to shape the present. Theoretical advancements offered by this research thereby contribute to recent work in Feminist Geography that highlights the importance of time and temporality to spatial politics. Set in San Antonio, which is known as "The Military City", my study demonstrates how the US military impacts urban development, even in relative absence.
