Despite an increase in formal and informal authority over time, the office of Speaker of the House has become far more politically vulnerable, with declining public approval and greater vulnerability in office. Yet few have considered the origins of the decline in popular support for Speakers or the consequences for Speaker behavior and ability to stay in office. I argue that the decline in popularity of Speakers since Tip O'Neill is due to political attacks by the president, members of the minority party, members of their own party, and campaign organizations. Utilizing polling data, I show that these attacks are associated with declines in public opinion, and argue that declines in public opinion have had consequences for Speakers, including less utility in their political messaging, limited ability to help other lawmakers campaign for office, and less strength in negotiations with the president. Finally, I provide evidence that low public opinion is also associated with Speakers' increased vulnerability in office, impacting the stability of the speakership.
