Despite a longstanding call for transparency in government, the pervasive use of complex, jargon-heavy language in public policy continues to obscure essential information from the public, hindering effective self-governance. This thesis argues that adopting plain language in regulatory texts is essential to improving accessibility, transparency, and trust between the government and its citizens. Through the case study of Louisiana's efforts to standardize and simplify state regulations, I demonstrate both the challenges and the transformative potential of plain language initiatives. Ultimately, I contend that plain language is not a 'dumbing down' of policy but a necessary shift toward more democratic, inclusive communication that respects the public's right to understand the laws they are expected to follow.
