This thesis takes a transdisciplinary approach to the question of care as it relates to our public spaces and public life in New York City. Looking at the contemporary case studies of mutual aid in Tompkins Square Park and the capital project redesign of the Vale in Prospect Park, I seek to understand how municipal strategies and systems of place design and maintenance, place management agencies like the Department of Sanitation and Parks Department, the NYPD and other policing and surveillance entities, and systems of institutional care intersect to limit our wider public culture and freedoms in public space. I engage in social and political theory (largely by Black Radical, Indigenous, and queer thinkers), expert interviews, visual art, ancient histories, municipal budgets, place design as well as place maintenance, labor and immigrant justice, movement-building practices and histories, questions of memorialization, non-academic literature, speculative fiction, my own observations and feelings, and poetic and narrative writing. Using the values and practices of interpersonal and community care as a lens, I traverse both technical and theoretical frameworks to offer alternative approaches to both methods of practice as well as ways of seeing the value of public spaces, publicness, and the relationship between strangers and many converging publics.
