This paper delves into the distinctive opportunity presented by Wallabout, the focal study area, to redefine urban development amidst changing land use dynamics, especially in contrast to the trajectory of neighboring DUMBO. While DUMBO's industrial heritage was lost to gentrification, Wallabout is at a critical juncture to pursue a more balanced approach. Drawing from historical precedents and existing conditions, this study advocates for innovative solutions that blend industrial preservation with progress. By examining the complexities of urban evolution and the unique context of Wallabout, this research aims to inform strategies that honor the area's heritage while fostering sustainable and inclusive urban development. Through a comprehensive analysis of historical trends and contemporary challenges, this paper provides insights into the potential for Wallabout to serve as a model for urban revitalization that preserves its industrial past while embracing future growth. This research utilized qualitative methods, incorporating in-depth interviews, GIS mapping analysis, policy evaluations, and archival research. Through these approaches, the research sought to capture the diverse narratives, viewpoints, and insights of stakeholders engaged in the preservation of Wallabout's industrial heritage and its urban development. The analysis revealed four main themes: zoning, workforce development, business sustainability and retention, and real estate. These themes were extensively investigated, elucidating the interrelatedness of underlying factors shaping the manufacturing environment in New York City.
