New York City and New York State have set ambitious climate targets to reduce economy-wide greenhouse gases. The transportation sector accounts for about 30 percent of all emissions at both levels. A low-emission zone is an area of the city where the amount of emissions and air pollution is controlled by prohibiting or restricting certain vehicles from entering the designated area and having the driver pay a fee to enter the designated area. It is a proven initiative by other global cities to reduce tailpipe emissions and improve air quality. To reach its climate targets, New York City and New York State must implement a low-emission zone program in New York City and center environmental justice in its framework. Using three case studies from London, Madrid, and Paris, this study provides a systems approach to support a low-emission zone program and mitigate potential burdens on environmental justice communities.
