This thesis explores working waterfront preservation, revitalization, and redevelopment in the City of New Bedford, Massachusetts. While many working waterfronts across the United States are at risk of being lost to non-water-dependent land uses, New Bedford has remained resilient to this threat to date. The city is the nation's leading commercial fishing port, and has recently seen strong investment to create terminals to service the nascent offshore wind industry. In the following pages, I use an exploratory case study of the city to investigate these circumstances. The thesis is underpinned by a port-focused land use planning lens and takes particular interest in the regulatory programs available in Massachusetts to support working waterfronts. I discuss how public and private sector entities have diversified New Bedford's working waterfront through encouraging new water-dependent land uses and industries where appropriate, while also preserving its core commercial fishing industry. I conclude the thesis with a compendium of policy recommendations targeted at planning professionals operating in New Bedford based on the case study findings. High-level recommendations for working waterfront planning efforts elsewhere in Massachusetts are also provided.
