Flood-induced scour is one of the leading causes of bridge failures in the United States, accounting for 53% of recorded failures between 1989 and 2000. However, performing real-time stability assessment for a scoured bridge ahead of an incoming storm event is not yet practical. Because detailed assessment has previously required finite element (FE) models to be created and analyzed, performing structural risk assessment using fragility-based approaches can quickly become too computationally expensive, especially if multiple bridges are considered. This research presents a novel proof-of-concept, model-free bridge pier structural assessment framework that can be used to evaluate risk during a storm event or as part of planning exercises. This framework is built on a pre-generated library of bridge pier failure surfaces - curves that define failure limits for combinations of scour, wind speed, and surge heights - for a range of structural configurations and site conditions. Initial user input is limited to readily available structural and in-situ soil information, from which a corresponding bridge-specific failure surface is generated. Storm forecast data is then used to perform fragility-based risk assessment through Monte Carlo simulations, thus quickly providing maintenance engineers with actionable information for the bridge of interest during a storm event. In this study, the procedures for creating the library of failure surfaces are presented. Also presented are discussions on how parameter spaces were defined and limited when creating the library. Creation of the framework and failure surface library focused on pile bent pier designs, due to their widespread use in Florida. A broad scope of parameters was modeled such that common configurations of pier bent bridge designs and site conditions were considered. To overcome the challenge of modeling all possible combinations of soil profiles, a homogenization technique was developed that takes SPT boring log reports as inputs. Results from three case-study bridges are also presented to verify that the resulting assessment framework maintained reasonable representation of structural response. Lastly, using one of the case-study bridges, a demonstration of the risk assessment procedure with assessment outputs (fragility curves) for two storm events (Hurricanes Idalia and Ian) are presented and discussed.
