Collisions between over-height vehicles and bridges are causing significant risks for the safety and preservation goals of transportation infrastructure in the United States. Currently, over-height vehicle detection systems (OHVDS) are utilized by many agencies to reduce the occurrence of bridge hits. These systems consist mostly of a pair of optoelectronic sensors installed across the road width at the required monitoring height, at a distance up to 1000 feet before the protected structure. The simple beam-break approach results in false detections with minimal capabilities. The site considerations and extremely high installation costs limit their field deployment. This dissertation develops a new, low cost, over-height vehicle sensor (LaRa), which is installed on the face of the structure itself and detects the over-height vehicle before the safe stopping distance to the structure. The sensor combines LADAR and traffic engineering principles to detect vehicles, considerably reducing installation costs and false alarms. Utilizing off-the-shelf technologies, the sensor offers enhanced capabilities like vehicle detection algorithms, actual height measurement and collision prediction, which can protect the structures and save vital lives. First, a background review defining the problem scope and current mitigation approaches are discussed. State of practice OHVDs are then presented with their noted limitations. This is followed by a description of the sensing methodology, optoelectronic and traffic engineering design considerations. The sensor prototype fabrication, its components and design are then presented. Extensive device testing is conducted for range of heights and target characteristics. The designed LaRa sensor has a maximum range of 220 feet which represents safe stopping distance for a vehicle travelling at 30 mph (level grade). The height accuracy at 120 feet is determined as ±1.5" and ±3" for white and black diffusive targets respectively. The sensor has exceptional linearity and is well suited to detect trucks/tractor trailers that represent 94% of over-height hits in New York State. For field use, future work entails increasing the device range, accuracy and output data rate with software routines for real-time calibration and fault reporting. With a much lower system cost, LaRa sensor can be a promising endeavor to mitigate over-height vehicle collisions through mass deployment.
